Joining forces to protect vulnerable citizens: A new model for data sharing in policing

Capita, in partnership with a Northern police force and a ministerial department, overcame technical and cultural barriers by successfully testing a secure, scalable multi-agency data sharing (MADS) solution—built on Microsoft Azure. The cloud platform provides timely access to unified data from across agencies, enabling better decision-making, earlier interventions, and safeguarding. The pilot used synthetic and operational data to deploy a demonstrator pipeline, supported by Infrastructure as Code and intuitive Power BI dashboards. But the success wasn’t just technical—it was cultural. Through training, documentation, and agile collaboration, the pilot built confidence within teams. The result is a proven model for ethical, secure, and scalable data sharing, designed to fit public sector operational and budget constraints.
